A New Certification for a Digital Governance Era
India’s top public audit institution, the Comptroller and Auditor General of India (CAG), has joined hands with IIT Madras to launch the Certification on Audit of Digital Systems (CADS), a new programme aimed at strengthening skills in digital audit. Announced at the IIT Madras campus, the initiative reflects a growing recognition that as governance moves deeper into the digital domain, audit systems must evolve as well.
The Foundation-level certification was launched by Comptroller and Auditor General Shri K. Sanjay Murthy in the presence of IIT Madras Director Prof. V. Kamakoti. Offered through SWAYAM Plus, the programme has been positioned as a capacity-building effort for auditing Digital Public Infrastructure, artificial intelligence, and enterprise platforms. In effect, CADS is designed to prepare auditors and learners for the realities of technology-led administration.
Why Digital Audit Capacity Matters
Speaking at the launch, Shri Murthy underlined that government systems are becoming increasingly digital, making it essential for audit institutions to assess whether these systems are robust, reliable, and fit for purpose. He noted that such capability is central to fulfilling the constitutional mandate of the audit department and contributing to good governance. Significantly, he also indicated that CADS is expected to become a mandatory requirement over time for officers engaged in auditing digital systems.
This statement highlights a wider shift in the public sector: audit is no longer limited to financial records or conventional compliance checks. Today, auditors must be able to examine software-driven platforms, cybersecurity safeguards, privacy practices, and the use of AI in public systems. That makes specialized training in Digital Audit increasingly important not only for government officials but also for students and professionals entering this space.
Course Structure, Subjects, and Access
The four-month online programme is open to undergraduate students and working professionals across the country, broadening its reach beyond the government ecosystem. Jointly developed by experts from CAG, IIT Madras, and IIM Pravartak, the curriculum covers a wide range of contemporary subjects including Public Audit, Information Technology, Cybersecurity, Information Systems, Digital Platforms and Privacy, and Artificial Intelligence.
The certification is aligned with NEP 2020 and the National Credit Framework (NCrF), linking it to India’s larger education and skills architecture. Assessments will be conducted through in-person proctored tests, a move intended to ensure credibility and fairness in evaluation. This blend of online learning and supervised assessment gives the programme both accessibility and academic seriousness.
A Three-Tier Pathway with Future Expansion
CADS has been designed as a three-level pathway comprising Foundation, Proficient, and Expert stages. This structure allows learners to progressively build competence, beginning with core concepts and moving toward deeper technical and professional expertise. Such a format is especially relevant in fields like Cybersecurity and AI, where practical understanding must develop in stages.
The launch event also included the distribution of completion certificates to CAG officials who had already undergone training in AI and Cybersecurity. That detail is notable because it signals that technology-focused audit capabilities are not merely theoretical ambitions but are already being applied in field audit work. Over time, CADS is expected to expand to international participants, potentially giving it a wider global role in training professionals to audit digital systems.
